Yes, most cities require a demolition permit to fill a pool. Using the inspection process, the city is looking basically for three things:
The appropriate fees are paid
Electrical and plumbing utilities have been disconnected properly from the pool
Proper sized drainage holes have been placed in the bottom of the pool.
Generally speaking a swimming pool fill can be completed relatively quickly. In most cases the demolition and fill process will take up to 40 hours depending on a several different factors, including the availability of dirt, weather conditions, and how soon the city inspector can come to sign it off.
